Shri Balwinder Singh, an IPS officer of 1976 batch (Andhra Pradesh Cadre) has been appointed as Special Director in the Central Bureau of Investigation. Prior to his appointment as Special Director, he was holding the post of Additional Director in CBI and looking after Economic Offences and Bank Securities & Frauds Division and in addition to Anti Corruption work of South & Western India.

 

Shri Singh has earlier held several important positions in CBI from 1990 to 2000 including the post of Superintendent of Police, DIG & Joint Director. He has been associated with the investigations of a number of sensitive cases entrusted to CBI by the Supreme Court and High Courts that ended in convictions of the accused persons.
Shri Singh has held various positions in Andhra Pradesh, including Commissioner of Police, Hyderabad. He has also served as Additional Secretary in the Central Vigilance Commission, New Delhi.
Shri Singh, a resident of Ludhiana (Punjab), has done an M.Phil in Public Administration from Punjab University. He was decorated with the Police Medal for Meritorious Services in 1992 and the President's Police Medal for Distinguished Services in 1998.

 


CBI registers a case against Head of Department(Cardiology), Safdarjung Hospital for possession of disproportionate assets to the tune of Rs.2.4 crores

The Central Bureau of Investigation has registered a case against Head of the Department(Cardiology), Safdarjung Hospital, New Delhi U/s 13(2) r/w 13(1)(e) of PC Act, 1988 on the allegation that he is in possession of disproportionate assets to the tune of Rs.2.4 crores.
After registration of case, searches are being conducted at his office, residence and six other places in Delhi, Greater NOIDA and Ghaziabad. During searches, voluminous incriminating documents pertaining to possession of properties in his name, in the name of his family members and relatives were recovered. The properties owned by him/his family members/relatives are at Sainik Farm, Delhi; Gautambudh Nagar, Greater NOIDA; Patpar Ganj, Delhi; Bhondsi, Gurgaon; Kaushambi, Ghaziabad; B.K.Road, Delhi; Mansarover Garden, Delhi and Knowledge Park, Greater NOIDA etc. Details of various bank accounts and investment details in his name/in the name of him family members have also been recovered.

The education sector of the country is ripe for education reforms, especially in the context of globalization, so that when our children grow up, they are with proper educational skills, able to shoulder the demands of the increasing GDP and able to avail of the burgeoning job sector. This was stated by Smt. D. Purandeswari, Union Minister of State for Human Resource Development while addressing the All India Editors Conference on Social & Infrastructure Issues at Guwahati today. The Minister pointed out that the country’s higher education Gross Enrolment Ratio (GER) of 12.4 per cent while being commendable considering the largeness and diversity of the country would need to be raised to 30% by 2020, in order to reap the demographic dividend of the country.

 

            Smt. Purandeswari outlined the education schemes of the country. She especially highlighted the Right to Education Act (RTE) which gives every child in the age group of 6 – 14 years the right to free and compulsory education. She pointed out that the government is dovetailing the SarvaShiksha Abhiyan into the RTE. She appealed, through the media, to the State Governments to come forward with full vigour to implement the RTE. She also stated that for SSA, in 2010-11, a total outlay of Rs.1767.59 crore has been approved by the Project approval Board for the NE Region. She also highlighted the Mid-day Meal scheme of the government where cooked meals are being provided to all elementary school children (13 crore). The Minister stated that in order to absorb the large number of students coming out of elementary schools as a result of the SSA, the Governmment has launched the Rashtriya Madhyamic Shiksha Abhiyan, through which lower secondary schools will be set up every three kilometers and higher secondary schools every five kilometers.   She pointed out that in the context of government’s overall policy aimed at empowerment of women and in recognition of the fact that literacy is a pre-requisite for socio-economicdevelopment, the National Literacy Mission has been recast as “SaaksharBharat’. At least 70 million non-literates will be made literate to achieve 80% literacy. To reduce gender disparity in literacy from 21% to 10%, 60 million out of the total target of 70 million will be women.

 

            The Minister also pointed out the reforms the government is undertaking in the higher education sector, especially in the context of the Northeast. She stated that 374 new Degree Colleges are to be established all over the country one each in such district, which has Gross Enrolment Ratio (GER) below the national average. 44 such colleges are to be established in the NE Region. The Minister, speaking about the sprawling network of theIndira Gandhi National Open University (IGNOU), said that at present the IGNOU has 8 regional centres and 429 learner support centres functioning in the region. She said that IGNOU has operationalised for special institutes in the northeast region with the objective of contributing towards the professional development of the people of the region which are as under :

(i)                 IGNOU Institute for Vocational Educaiton and Training (IIVET),Shillong

(ii)              North East Centre for Research and Development (NECRD),Guwahati

(iii)            IGNOU Institute for Professional Competency Advancement of Teachers through ODL (IIPCAT)

(iv)            IGNOU Centre for ODL in Research and Training in Agriculture (ICRTA), Agartala

 

            Smt. Purandeswari underlined that out of the 10 new NITS proposedot be opened in the country during the XI Five Year Plan, 6 NITs are proposed to be opened in Arunachal Pradesh, Manipur, Meghalaya,Mizoram, Nagaland and Sikkim. Approval of the Union Cabinet has been obtained. Mentor NITs have been appointed for opening of NITs in the NE States. She also said that the setting up of two IIITs would be considered in the NE Region; the locations are being worked out.

Solar Airplane Makes Round the Clock Flight

 

 

 

 

 Taking off at just before 7:00 on Wednesday morning, July7 from the airport in the tiny Swiss town of Paverne, 30 miles outside of Bern, which also happens to be the home of the Swiss Government’s Aircraft Accident Investigation Bureau, the Solar Impulse landed on the same runway at exactly 9:00AM the following morning. Leave it to the Swiss to be right on  

The plane has a 207 foot wingspan which boasts 12,000 solar cells. During the course of the flight, which consisted of a series of long gentle loops over the Jura mountains west of the Swiss Alps, the plane reached an altitude of 28,000 feet. Borschberg, who endured freezing temperatures at night, made a picture perfect landing drawing cheers from a crowd of supporters. “The night is quite long, so to see the first rays of dawn and the sun returning in the morning — that was a gift,” he said.

Flight director, former NASA chief Rogers E. Smith said, “We ended up with perhaps 20 percent more energy than we in the most optimistic way projected.”

The team is planning a more efficient plane with a larger cockpit in preparation for the round the world flight which they hope to achieve in 2013. Piccard said he was confident the success of the night flight would help to secure the $19 million still needed for the privately funded project’s $95 million total budget.

While the team says this proves that emissions-free air travel is possible, it doesn’t see solar technology replacing conventional jet propulsion any time soon. Rather, the project’s overarching purpose is to demonstrate and promote new energy-efficient and renewable technologies. Still, you have to wonder what the Wright brothers would say if they were alive to see it.


 


 

Rosaiah 'offers CM Chair' to Babu for a week


 Hyderabad, Jul 8 : Andhra Pradesh Chief Minister K Rosaiah today in the State Assembly ''offered'' his chair to Opposition Leader N Chandrababu Naidu ''for a week'' to ''solve'' the irrigation projects with the neighbouring Karnataka and Maharashtra governments.

During a debate in the Assembly on Babli and Almatti Projects of the Maharashtra and Karnataka Governments, the Chief Minister made ''the offer as a counterpoint after a heated exchanges over Mr Naidu's remark that ''the issue'' could be solved in ten minutes if the CM wants''.

Mr Naidu alleged the Rosaiah Government was not handling the issue properly unlike his government ''which had made every attempt to stop the two projects in the past''.

The Congress charged that the violations in construction of Babli and Almatti projects had taken place during the Telugu Desam Regime which did nothing to stop the Maharashtra and Karnataka Governments though they were supporting the government at the Centre also.

Mr Naidu contended that ''the problem could be solved only if the CM worked on it for just 10 minutes''.

Sharply reacting to Mr Naidu's Carge, the Chief Minister shot back ''Why only 10 minutes, you can take (CM's Chair for) one week and solve the problem''.

Seeking cooperation of the Opposition, Mr Rosaiah asked Mr Naidu to give his suggestions in writing so that these were incorporated in the letter to be written to Prime Minister Manmohan Singh.

''If you want I will show you the letter before sending it to the PM,'' he added.
